Module-1 Introduction and working method of LGSP-2
The purpose of LGSP
The main goal of LGSP is to ensure good governance at the union level by establishing transparency 
and accountability. Under this project, in addition to allocating direct bulk to all the Union Parishads 
of the country in phases, to enhance their skills, establish transparency and accountability at the local
 level, build Union Parishads as effective institutions by implementing new and innovative activities and
Initiatives have been taken to assist in formulating decentralization friendly policies at the national 
level. The LGSP project is an important step towards establishing good governance at the local level, 
alleviating poverty, accelerating local development through public participation and establishing participatory 
management at the grassroots level. The aim is to turn the Union Parishad into a strong and participatory efficient
 local government body.

Determination and distribution of basic bulk allocation (EEA)

    25% of the basic bulk allocation will be distributed equally among all the Union Parishads.

    The remaining 75 per cent will be allocated 90% based on the population of the Union 
Parishad and 10% based on the size.The Local Government Department will disburse the basic gross 
allocation (BBG) in two installments which will be sent directly to the Union Parishad's bank account 
in August-September and February-March of each year.
At least 30% of the basic bulk allocation (EEA) and skills based allocation (CEA) should be spent 
on the implementation of priority schemes by women. A maximum of 10% of the basic bulk allocation (EEA) 
and skill-based allocation (CEA) is funded mainly for capacity building support, security arrangements, accounting,
